Prohibits the Tennessee National Guard from being released into active duty combat unless Congress has issued an official declaration of war under Article I, § 8, Clause 11 of the U.S. Constitution

Allows deployment only if Congress explicitly calls forth the National Guard under Article I, § 8, Clause 15 for executing federal laws, repelling invasion, or suppressing insurrection

Defines "active duty combat" as participation in armed conflict, hazardous service in foreign states related to armed conflict, or duty through instrumentalities of war

Preserves the governor's authority to consent to National Guard deployments under Title 32 U.S.C. for civil authority missions within the U.S. and its territories

Takes effect immediately upon becoming law
