Expands pilot program for residential facilities serving adults with intellectual and developmental disabilities to require one participant in each of Tennessee's three grand divisions (western, middle, and eastern)

Establishes eligibility requirements for the eastern grand division pilot participant: must hold a residential home license, own at least 26 acres in a county with population between 108,600-108,700, be a 501(c)(3) nonprofit, and serve no more than 60 additional adults with disabilities

Requires eastern division participants to foster inclusive communities by making 25% of property homes available to adults of all abilities

Sets application deadlines: western and middle division applications due by March 31, 2025; eastern division applications accepted starting July 1, 2025 with deadline of March 31, 2026

Requires facilities to be completed by June 30, 2028, with department approval of qualifying applications within 30 days of receipt; effective July 1, 2025
