Requires tattoo operators and artists to complete up to 1 hour of free human trafficking recognition training from a nonprofit approved by the Tennessee Human Trafficking Advisory Council before receiving permits, effective January 1, 2026

Current license holders as of December 31, 2025 must complete the training by December 31, 2028 or their license becomes invalid

Adds questions on recognizing and reporting human trafficking signs to local health department permit applications

Provides civil and criminal liability protection for licensed tattoo professionals and their employers who respond to, refer, or fail to respond to signs of human trafficking in clients

Training covers recognizing trafficking signs, responding appropriately, referring victims to resources, and reporting to the Tennessee Human Trafficking Resource Center Hotline
