Creates the offense of "community terrorism" as a Class C felony, defined as reckless endangerment committed by criminal gang members against a population within a geographic territory, or committed within 1,000 feet of schools, preschools, child care agencies, public libraries, recreational centers, or parks

Requires mandatory driver license revocation upon conviction, with offenders prohibited from obtaining an unrestricted license for at least 5 years after receiving a restricted license

Mandates GPS monitoring and geographic exclusion from the area where the offense occurred for the duration of the sentence, including as conditions of probation or parole

Allows courts to issue restricted driver licenses for essential travel (work, worship, medical appointments, dependent care, education) upon demonstration of compelling need, with a $65 application fee

Takes effect July 1, 2025
