Tennessee Department of Transportation must develop and implement a policy for removing personal property used for camping from highway shoulders, rights-of-way, and under bridges or overpasses

At least 10 calendar days notice to vacate must be posted before camping removal operations begin, with warning that remaining property will be treated as trash and disposed of

Municipal or county governments must enter memorandums of understanding with the department outlining responsibilities, including providing outreach services and connecting homeless individuals with housing resources before removal occurs

Initial clean-up operations must be completed within 30 calendar days of a citizen complaint or safety hazard identification; vegetation removal within 30 days and site securing within 90 days after initial clean-up

If local governments fail to agree to a memorandum of understanding within 60 days or fail to comply with terms, the department must notify relevant legislative committee chairs and state legislators representing the affected county
