After July 1, 2025, new voter registrants must submit documentary proof of U.S. citizenship, including birth certificate, U.S. passport, naturalization documents, or documents specified under the Immigration Reform and Control Act of 1986.

The coordinator of elections must conduct monthly comparisons of the voter registration database against the Department of Safety database, SAVE program, Social Security records, and other federal/state databases to identify potential non-citizens.

Registered voters flagged as potential non-citizens receive certified mail notice and have 30 days to provide citizenship documentation; failure to respond results in removal from voter rolls.

Voters removed from rolls may appeal to the state election commission within 14 days, with hearings conducted under the Tennessee Uniform Administrative Procedures Act; determinations are subject only to judicial review.

Non-citizens found to have registered to vote will be reported to the appropriate district attorney general for potential federal or state law violations.
