Expands the West Tennessee River Basin Authority's service area from specific river basins (Hatchie, Loosahatchie, Obion, and Forked Deer) to 23 named counties across West Tennessee

Adds four new counties to the authority's jurisdiction: Perry, Stewart, Houston, and Humphreys, but limits services in these counties to technical assistance, engineering services, and project management support only

Shifts the authority's mission emphasis to accomplishing goals "through education, outreach, and science" rather than through geographic river basin descriptions

Authorizes county governments to obtain funds from and impose property taxes for the authority's planning, land acquisition, construction, and maintenance programs, though such taxes are not required

Takes effect immediately upon becoming law
