Adds doula services to Tennessee's list of covered services under Title 71 (welfare programs) for certified doulas, defining the services as continuous emotional and physical support during labor/birth and intermittent support during prenatal and postpartum periods

Requires the Tennessee Department of Health to establish a certification verification process for doulas based on recommendations from the doula services advisory committee

Certification requires proof of completing a training program recognized by the commissioner, demonstrating knowledge of pregnancy anatomy/physiology, emotional support strategies, nonclinical labor coping techniques, and community resources

Rulemaking authority takes effect immediately upon becoming law; all other provisions take effect July 1, 2025
