Dependent children under 23 years old and spouses of veterans with 100% permanent total service-connected disabilities from armed conflict are entitled to free tuition, maintenance fees, student activity fees, and registration fees at Tennessee state higher education institutions

Applicants must present official U.S. government certification of the veteran's 100% permanent total disability rating, and the veteran must be a Tennessee citizen at the time of application

Spouse eligibility terminates 10 years from the date the VA determined the 100% disability rating, or upon dissolution of the marriage, whichever occurs first

Benefits apply to all state institutions of higher education beginning with the first complete term after July 1, 2025

Takes effect immediately upon becoming law
