Allows local governments to require operators obtain a clinical referral from a licensed healthcare provider confirming medical necessity before admitting residents

Defines sober living homes as alcohol-free and drug-free residences for unrelated adults recovering from substance abuse, where no formal treatment services are provided

Requires any local regulations adopted to comply with the federal Fair Housing Act and Americans with Disabilities Act
