Prohibits governmental entities and local governments from displaying any flag other than the U.S. flag or official Tennessee state flag on public courthouses, roadways, or sidewalks, including painted or projected flag images

Restricts flags displayed in public schools and charter schools to a specific approved list: U.S. flag, Tennessee flag, POW/MIA flag, Indian tribe flags, local government flags, armed forces flags, official country flags, college/university flags, official school flags, and flags displayed temporarily for curriculum purposes

Grants any Tennessee citizen standing to sue governmental entities for violations, with prevailing plaintiffs entitled to recover reasonable attorneys' fees and costs

Requires parents or guardians to provide written notice to schools and allow 10 days to remedy violations before filing civil enforcement actions

Takes effect immediately upon becoming law
