Allows these constitutional officers to transfer funds between line items within personnel or operational-maintenance categories without approval, as long as totals remain unchanged

Requires legislative body approval for budget amendments that move funds between personnel and operational-maintenance categories

Prohibits county legislative bodies from imposing personnel or operational maintenance restrictions on these constitutional offices

Takes effect immediately upon becoming law
