Amends Tennessee Code Annotated, Section 5-1-202(c) to formally designate five charter or constitutional county officers: sheriff, register, county clerk, assessor of property, and trustee

Codifies the sheriff's duties as chief law enforcement officer, including suppressing riots and breaches of peace, executing warrants, providing courthouse security, investigating felonies, maintaining county jails, and ensuring traffic flow on county roads

Defines register duties as filing and recording documents affecting real or personal property status; county clerk duties include collecting business and wheel taxes, motor vehicle registration, issuing marriage licenses, and maintaining notary records

Specifies trustee responsibilities as collecting property taxes, managing county funds and cash flow, and investing idle county funds; assessor of property must determine and record values of all county property except public utilities
