Creates the criminal offense of "human smuggling" as a Class E felony for knowingly transporting, concealing, harboring, or shielding individuals who have illegally entered or remained in the United States for commercial advantage or private financial gain

Establishes "aggravated human smuggling" as a Class A felony when the victim is under 13 years of age

Expands the definition of "human trafficking offense" to include patronizing prostitution, promoting prostitution, and promoting prostitution of a minor

Authorizes the Attorney General to bring civil actions against persons or organizations involved in human trafficking, including seeking injunctions, revoking business licenses, appointing receivers, or involuntarily dissolving organizations

Exempts licensed attorneys providing legal advice and healthcare providers delivering medical services from the human smuggling provisions; effective July 1, 2025
