Allows foreign multiple employer welfare arrangements (MEWAs) composed exclusively of banks to be treated as domestic MEWAs in Tennessee if licensed in a contiguous state and enrolling no more than 2,500 Tennessee residents

Requires qualifying bank MEWAs to have been actively in existence for at least 5 years and demonstrate at least one substantial business purpose beyond providing health insurance

Prohibits plan-sponsoring organizations from conditioning membership or health coverage availability on any health status-related factors of members, employees, or dependents

Grants the Commissioner of Commerce and Insurance discretion to waive regulatory requirements for qualifying MEWAs that are subject to adequate oversight in their home state
