Creates a state government service delivery coordinator position within the Department of Finance and Administration to oversee improvements to how state agencies provide services to residents, businesses, and organizations

Requires the commissioner to identify agencies that must designate an official responsible for service delivery improvements, with implementation plans due within one year of the act's effective date

Establishes standards for evaluating service delivery based on ease, efficiency, transparency, accessibility, fairness, burden, and wait/processing times across all channels including in-person, mail, phone, and digital services

Mandates collection and reporting of qualitative and quantitative data on service delivery, along with performance metrics to evaluate quality

Requires annual reporting to the governor and legislative speakers on current and future efforts to improve government service delivery statewide
