• Requires written agreements before providing paid veteran benefit services, with compensation capped at five times the monthly benefit increase awarded and contingent solely on successful claims; initial and nonrefundable fees are prohibited

• Mandates disclosure to clients that the business is not affiliated with the U.S. Department of Veterans Affairs or Tennessee Department of Veterans Services, and that free services may be available elsewhere

• Prohibits businesses from using international call centers to process veteran information, accessing veteran accounts using their login credentials, or allowing employee access to veteran data without background checks

• Violations constitute unfair or deceptive trade practices under the Tennessee Consumer Protection Act, with each day of violation treated as a separate offense; effective July 1, 2025
