Prohibits the sale, offering for sale, or free distribution of counterfeit lighters (those infringing U.S. intellectual property rights) and unsafe lighters in Tennessee

Defines unsafe lighters as disposable/refillable cigarette lighters not meeting ASTM standard F400-20, and utility/grill/fireplace lighters not meeting ASTM standard F2201-20

Exempts interstate transportation of prohibited lighters passing through Tennessee and storage in warehouses or distribution centers not open to the public for retail sales

Classifies violations as unfair or deceptive trade practices under Tennessee consumer protection law, subject to existing penalties

Takes effect July 1, 2025, applying to conduct occurring on or after that date
