Establishes a cause of action in state court for any affected person to seek declaratory or injunctive relief challenging the legality or constitutionality of a governmental action

Prohibits the use of this cause of action to seek monetary damages

Preserves existing immunities and privileges for the state, state entities, and state officials under federal and state law

Does not expand justiciability doctrines applicable to state courts

Takes effect immediately upon becoming law and applies to actions filed on or after that date
