Prohibits state boards governing professional and occupational licensing entities from excluding members or discriminating based on race, color, ethnicity, or national origin

Bans race-based policies for board composition, including affirmative action, racial preferences, and racial quotas, as well as the use of aggregated racial demographic data in membership decisions

Creates private causes of action against boards and individual officers, employees, or agents who violate these provisions

Establishes minimum statutory damages of $4,000 per violation, plus potential actual, compensatory, and punitive damages

Waives sovereign immunity and allows plaintiffs to seek injunctive and declaratory relief; takes effect immediately upon becoming law
