Prohibits four-year public and private higher education institutions in Tennessee from discriminating against or excluding individuals based on race, color, ethnicity, or national origin, including through affirmative action practices

Bars institutions from considering an applicant's race, color, ethnicity, or national origin for admissions decisions, scholarships, or financial aid, and prohibits using aggregated demographic data to create student population quotas

Allows scholarships to be awarded in different amounts to students as long as the award is not solely based on race, color, ethnicity, or national origin

Requires institutions to notify all central admissions and financial aid office employees of these requirements prior to the 2025-2026 academic year, and upon hiring for new employees thereafter

Provides individuals who believe a violation has occurred the right to seek injunctive and declaratory relief in court; passed April 10, 2025 and signed by Governor Bill Lee on April 24, 2025
