Establishes a recall process for members of municipal legislative bodies and city or county school boards, allowing qualified electors to petition for removal of officials from their district

Requires recall petitions to gather signatures from at least 20% of registered voters in the district and be submitted within 3 months of petition approval

Permits recall for nine specified reasons: physical or mental lack of fitness, incompetence, oath violation, official misconduct, lack of confidence, malfeasance, neglect of duty, voter dissatisfaction, or felony conviction

Prohibits recall petitions until an official has served at least 2 months, and bars new recall attempts for 2 years after a failed recall election unless election costs are reimbursed

Removal occurs if a majority votes for recall; the recalled official cannot be appointed to fill the resulting vacancy
