Expands the Tennessee Investment in Student Achievement (TISA) funding formula to include pre-kindergarten students with special education needs (ages 3-5) and their peer models, in addition to K-12 public school students

Defines "peer model" as a non-disabled child placed in the same classroom as a pre-K student with special education needs to support least restrictive environment requirements

Requires that children with disabilities be educated alongside non-disabled children to the maximum extent appropriate under the "least restrictive environment" standard

Protects LEA funding by ensuring that receipt of TISA funds for pre-K special education students and peer models does not reduce other state funding the district receives

Takes effect July 1, 2025, applying to the 2025-2026 school year and thereafter, with immediate effect for rulemaking purposes
