Department of Education must convene a working group to develop best practices, strategies, and programming for English language learner (EL) educators serving K-12 public school students

Working group membership includes EL program directors, state board of education members, department of education representatives, individuals with EL experience, and legislators appointed by respective speakers

Working group must study other states' best practices and examine strategies such as expanding professional development, creating an EL endorsement for educators, scaffolding instruction, collaborative learning, explicit vocabulary instruction, and family involvement

Department must submit a report with findings and legislative recommendations to the Senate education committee and relevant House committee by January 1, 2026

Working group members serve without compensation and receive no per diem or travel expense reimbursement
