Creates the "Restoring State Sovereignty Through Nullification Act" establishing a formal process for Tennessee to declare federal actions unconstitutional and unenforceable within the state

Allows nullification to be initiated through five methods: governor executive order, legislative bill, state court ruling, petition from 10 counties/municipalities, or petition from 2,000 registered voters

Nullification bills bypass committee review and proceed directly to floor debate, with 5 legislative days notice required before debate and votes within 3 days after debate closes

Prohibits state, county, and city officials from assisting in enforcement of nullified federal actions, and bars use of state or local funds for such enforcement

Applies to past, present, or future federal actions including laws, agency rules, executive orders, court decisions, and treaties; failed nullification bills may be reconsidered once per legislative session
