Replaces the broad "blighted areas" definition with a property-by-property "blighted property" standard, requiring specific code violations involving structural elements (roof, foundation, walls, utilities, fire protection) that affect safety before eminent domain can be used

Requires property owners receive two notices to cure violations and a reasonable time to remedy code noncompliance before their property can be subject to eminent domain acquisition

Grants property owners the right to have a court determine whether a taking is legitimately to remediate blight before their property is condemned

Allows housing authorities to acquire non-blighted property through negotiated sales (including above fair market value) but restricts eminent domain to only blighted property or property for public use

Exempts agricultural land from the blighted property definition and preserves housing authority abilities to designate urban renewal areas, establish tax increment financing zones, and use grant funding
