Creates the Tennessee Juvenile Justice Review Commission to review juvenile justice cases and critical incidents involving delinquent youth in Department of Children's Services custody, with the purpose of providing findings and legislative recommendations to the General Assembly

Commission membership includes 21 members: commissioners from DCS, education, and mental health; legislators; juvenile court judges; a district attorney; a public defender; law enforcement officers; child development experts; a disabilities services representative; someone with lived juvenile justice experience; and prevention grant representatives

Department of Children's Services must provide annual tables of profiled cases and critical incidents by October 1 each year, with the commission reviewing up to 10% of total profiled cases as an "appropriate sampling"

Commission must hold quarterly meetings beginning no later than November 1, 2025, submit a progress report by January 1, 2027, and deliver annual findings and recommendations starting January 1, 2028

Investigatory meetings reviewing confidential juvenile records are closed to the public, but the commission must hold public meetings to share aggregate findings; members who miss more than 50% of meetings in a calendar year are removed
