Requires all LEAs and public charter schools to implement a computer-based system for teachers and staff to report "early warning signs" in students, including bullying, threats of violence, substance abuse, mental health issues, self-harm, or suicidal ideation

Mandates the system immediately notify the school's threat assessment team when early warning signs are entered, with personnel required to review notifications and determine if further action is needed

Requires all teachers and school staff to receive training on identifying early warning signs and using the reporting system

Obligates LEAs and public charter schools to submit annual reports to the Department of Education summarizing collected data and interventions provided

Authorizes the Commissioner of Education to withhold state funds from non-compliant LEAs or public charter schools; effective date July 1, 2025
