Requires a two-thirds vote of the county legislative body to implement the provisions in any county

Adds a $12.50 charge to every misdemeanor and felony cost bill, with funds remitted to the county government or, in multi-county judicial districts, to the district attorneys general conference for supplemental DA office funding

Funds collected must be used for public safety support services at the sole discretion of the district attorney general; unexpended balances carry forward rather than reverting to the state general fund

Excludes nonmoving traffic violations and gives priority to restitution and criminal injuries compensation fund collections over this new charge

District attorneys general must report annually by January 1 on amounts collected and expenditures, with the DA conference providing an aggregate report to legislative committees by February 15
