Prohibits "foreign adversary companies" from bidding on or receiving contracts with Tennessee state agencies and political subdivisions for goods or services, effective July 1, 2025

Defines "foreign adversary" as countries designated by the U.S. Department of Commerce under 15 CFR 791.4, and "foreign adversary company" as entities domiciled, headquartered, controlled, or majority-owned by governments of those countries

Requires companies submitting bids or proposals to certify they are not foreign adversary companies; false certification results in civil penalties of $250,000 or twice the contract amount, contract termination, and a 60-month bidding ban

Exempts products with foreign adversary inputs if the final product is not from a foreign adversary company; also exempts parent companies with less than 50% of global revenue from China and Hong Kong combined

Allows exceptions when no reasonable alternative exists and the Department of Finance and Administration determines that not procuring the good or service would pose a greater threat to the state
