Creates a new category of home school under the "Family Right to Educational Emancipation (FREE) Act" that allows parents to educate children ages 6-17 at home without any state oversight, registration, curriculum requirements, or standardized testing

Exempts families operating under this new home school category from compulsory attendance laws, truancy intervention, and all other state and local educational regulations

Prohibits state and local governments from requiring these home school families to submit any documentation, attendance records, or educational information to schools, districts, or government entities

Removes the requirement that school-aged applicants show proof of school attendance or enrollment to obtain a driver's license or learner's permit

Eliminates provisions allowing suspension of driver's licenses for school withdrawal, and waives reinstatement fees for applicants 18 or younger whose licenses were suspended prior to July 1, 2025 for withdrawing from secondary school

Takes effect July 1, 2025
