Limits unsolicited property purchase offers to one contact per property owner per calendar year via any communication method (phone, text, email, mail, fax), with required disclosure of the solicitor's legal name, address, phone number, and email before making the offer

Exempts licensed real estate agents and government agencies from these restrictions

Authorizes property owners to file complaints with the Division of Consumer Affairs, which must begin review within 20 business days and notify owners of findings

Imposes civil penalties up to $2,000 per violation, with each contact beyond the permitted number counted as a separate violation, including contacts by affiliates

Effective July 1, 2025, applies to prohibited conduct occurring on or after that date
