Requires sellers of tobacco, smoking hemp, vapor products, and smokeless nicotine products to demand proof of age from all prospective purchasers regardless of age or appearance

Mandates retail vapor product stores verify age of all customers upon entry and post signage (minimum 93.5 square inches) prohibiting entry to persons under 21

Limits vapor product vending machines to locations not open to the public, 21+ establishments, and retail vapor product stores, with supervised exceptions for unflavored/tobacco/menthol products

Requires employee training with signed acknowledgment statements, and provides penalty relief for store owners on first violations if proper training documentation is submitted; effective July 1, 2025
