Creates a voluntary "do not sell" firearm registry allowing Tennessee residents to file a waiver with their county circuit court clerk, prohibiting themselves from possessing or receiving firearms while the waiver is active

TBI must enter waiver information into the national instant criminal background check system (NICS) within 24 hours; handgun carry permits are automatically suspended upon enrollment

Revocation requires a minimum 7-day waiting period after filing the waiver, plus an additional 21-day processing period before firearm rights are restored; all records must be destroyed after revocation

Knowingly selling a firearm to someone on the voluntary do-not-sell list is a criminal offense; possessing a firearm while on the list carries a civil fine up to $100 or 4 hours of community service

All records under this program are confidential and exempt from open records laws; effective January 1, 2026 for implementation purposes
