Amends Tennessee Code Annotated, Section 9-8-108(a)(4) to expand authority for reviewing and approving insurance policies that pay claims filed against the state or its employees arising from contract or tort

Grants authority to facilitate the purchase of insurance for individual state agencies and coordinate insurance purchases between and among multiple state agencies

Defines "state agency" broadly to include all state boards, commissions, committees, departments, offices, institutions of higher education, and other units of state government

Takes effect immediately upon becoming law due to public welfare necessity
