Prohibits state, county, and municipal governments from requiring developers to fund, build, or contribute to "nonessential infrastructure" that is not contiguous or adjacent to their development property

Applies to residential developments under 300 single-family homes and multi-family residences under 500 units

Defines "nonessential infrastructure" as any infrastructure not required for creation, maintenance, and growth of the development, including roads, bridges, traffic lights, utility poles, electrical lines, and internet cabling

Preserves existing tax, property, zoning, permitting laws, and administrative agency authority

Takes effect July 1, 2025, applying to contracts entered into, renewed, or amended on or after that date
