Increases base contract amounts for child advocacy centers to $127,855.98 per center and $85,000 per forensic child interviewer, subject to appropriation by the General Assembly

Establishes automatic 3% annual funding increases for child advocacy center contracts when state general fund revenue growth equals or exceeds 1% from the prior fiscal year

Requires the state funding board to certify the state general fund revenue growth rate each December based on actual collections from the prior fiscal year

Named the "Savannah Grace Copeland Act" and takes effect July 1, 2025, applying to contracts entered into, renewed, or amended on or after that date

Addresses stagnant funding that has remained unchanged since 1999, with centers collectively serving over 32,000 children in 2024 through forensic interviews, victim advocacy, medical exams, and mental health services
