Expands eligibility for the Senator Ben Atchley Opportunity Grant to include Tennessee residents enrolled at eligible independent postsecondary institutions and certain private nonprofit postsecondary institutions, subject to available budgetary resources of the Tennessee Student Assistance Corporation.

Qualifying private nonprofit institutions must have established a partnership with Tennessee through a 2013 memorandum of understanding and use a competency-based education model.

Eligible institutions must maintain a physical campus in Tennessee, have a Tennessee-based governing body or advisory board, and hold regional accreditation.

Institutions must have been chartered as a nonprofit entity in Tennessee for at least five consecutive years.

Effective date: July 1, 2025.
