HB0674 - Proximity Placement and Family Visitations Incentive Act

• Allows eligible incarcerated persons to request transfer to correctional facilities closer to where their families reside to facilitate more accessible visitation

• Requires inmates to maintain good behavior for at least 12 months and participate in educational, vocational, or therapeutic programs to qualify for transfer

• Grants priority for transfers to inmates whose families demonstrate regular visitation or documented economic hardship from travel distances

• Directs the Department of Correction to report annually to legislative committees on family visitation metrics, number of transfers, and impacts on prisoner behavior and family wellbeing

• Takes effect immediately upon becoming law; does not modify existing Interstate Corrections Compact or sentence duration provisions
