Creates a 10-member advisory committee on K-12 education innovations, with 4 state senators, 4 state representatives, and 1 representative each from the state board of education and department of education, with appointments due by July 1, 2025

Requires the committee to study teacher and principal evaluation processes, state and local student assessments, the 180-day classroom instruction requirement, high school academic standards for CTE students, and educator licensure/training/compensation requirements

Examines whether LEAs and charter schools should be allowed to meet instructional requirements through minimum hours rather than the current 180-day mandate

Reviews whether CTE-focused students should be permitted to substitute certain CTE courses for college-preparatory graduation requirements

Committee must submit recommendations for legislation or policy changes to legislative leadership and education committees by December 31, 2025
