Creates a new pathway for third graders who scored "approaching" on the TCAP ELA test to be promoted to fourth grade through a conference decision, if the student earned an A or B in their third grade ELA class and the parent opted out of learning loss bridge camp

Conference must include three categories of participants: parent/guardian, ELA teacher, and school principal, with a majority vote determining promotion or retention

Students promoted through this conference process must receive tutoring services for their entire fourth-grade year, following department-established requirements

Students cannot be retained in third grade more than once

Takes effect immediately upon becoming law
