Prohibits public libraries from banning, removing, or restricting access to materials based solely on viewpoint or the messages, ideas, or opinions conveyed

Permits libraries to restrict materials for practical reasons (shelf space, damage, obsolescence), legitimate pedagogical concerns (age-appropriateness, potential school disruption), or compliance with state/federal law

Requires library governing bodies to adopt policies for material selection and challenges, administered by certified librarians or individuals with library science credentials

Mandates reporting of all content challenges to the Tennessee state library coordinator, including hearing details and outcomes

Effective July 1, 2025; deletes existing Title 49, Chapter 6, Part 38 and Section 49-6-2201(m)
