Establishes minimum parole eligibility requirements for first degree murder convictions resulting in life imprisonment sentences for offenses committed on or after July 1, 1995

Defendants age 25 or younger at the time of the offense must serve a minimum of 25 full calendar years before becoming eligible for parole

Defendants age 26 or older at the time of the offense must serve a minimum of 30 full calendar years before becoming eligible for parole

Minimum time-served requirements apply regardless of sentence credits earned, governor's overcrowding powers, or any other sentence reduction provisions

Effective date of July 1, 2025, with retroactive application to offenses committed on or after July 1, 1995
