Tennessee Advisory Commission on Intergovernmental Relations (TACIR) must conduct a study on sustainable funding sources for the state's long-term transportation infrastructure needs

Study must identify critical highway and bridge infrastructure needs, the annual funding gap, and recurring state highway fund expenditures including Department of Transportation salary increases

Revenue sources to be analyzed include road usage fees, rental car fees, transportation network company fees, retail delivery fees, commercial vehicle charges, heavy truck impact fees, and dedicated sales tax from vehicle and tire sales

TACIR must survey revenue approaches used by at least three other states and gather information on affected stakeholders including the trucking industry, auto dealers, and delivery companies

Report with findings, recommendations, and proposed legislation due to legislative transportation committees by September 30, 2026, using TACIR's existing resources
