Mandates an initial report by July 1, 2026 on energy policy recommendations, including production goals by capacity, SWOT analysis of energy sources, capacity versus demand assessments, and evaluation of emerging energy technologies and storage

Requires reports to be distributed electronically to relevant legislative committees and published on both departments' websites, with future reports issued at intervals no longer than 2 years

Establishes a 30-day deadline to fill council vacancies for the remainder of unexpired terms
