Tennessee Department of Safety must develop and publish by December 1, 2025 a list of out-of-state driver license classes issued exclusively to undocumented immigrants that are invalid in Tennessee

Out-of-state driver licenses issued exclusively to undocumented immigrants are declared invalid in Tennessee and do not authorize holders to operate motor vehicles in the state

Invalid licenses are defined as those issued exclusively to undocumented immigrants that contain markings or designs distinguishing them from licenses issued to U.S. citizens, lawful permanent residents, or those with temporary legal presence

Operating a motor vehicle in Tennessee with such an invalid license is a Class B misdemeanor

Effective dates: the department's list requirement takes effect upon becoming law; all other provisions take effect January 1, 2026
