Creates a 5-member "distance to drive program study committee" to evaluate the feasibility of a program allowing criminal defendants with suspended or revoked driver licenses to earn reinstatement by meeting court objectives and Department of Safety requirements

Committee members include one state representative, one senator, a general sessions judge, a law enforcement officer, and a public member with criminal justice experience, appointed by legislative speakers and the governor

Committee must review data on license suspensions for justice-involved persons, study best practices from drug court, mental health court, and veterans treatment court programs, and assess potential benefits to courts, prosecutors, law enforcement, and probation officers

Final report with findings and recommendations (potentially including draft legislation) due to the General Assembly by July 1, 2026, at which point the committee dissolves

Takes effect July 1, 2025 for most purposes; provisions for appointing members take effect immediately upon becoming law (passed April 21, 2025; approved May 9, 2025)
