Mandates that juvenile courts conduct delinquency proceedings in courtrooms located within approved detention facilities when available, provided the courtroom meets minimum security requirements

Aims to minimize humiliation of detained children by reducing public exposure and use of restraints during unnecessary vehicle transportation between facilities and courthouses

Defines "approved detention facility" as any juvenile detention home or center under court supervision or approved private agency control that is certified or licensed by the Department of Children's Services

Takes effect October 1, 2025; does not apply when juvenile courts have written agreements with other licensed institutions or agencies to manage detention or provide temporary custody
