Defines "utility terrain vehicle" to include low speed vehicles, medium speed vehicles, Class I and Class II off-highway vehicles, and all-terrain vehicles under Tennessee Code § 55-8-185

Permits UTV operation on state highways with speed limits of 45 mph or less and on county roads, excluding interstate highways, controlled access highways, and roads where local governments or the Department of Transportation have prohibited use for safety reasons

Requires operators to be at least 16 years old with a valid driver license (not permit), maintain vehicle registration and liability insurance, and not exceed 35 mph; helmets required except for Class I/II off-highway vehicles on county roads or drivers/passengers 21+ meeting alternative standards

Exempts from registration and safety equipment requirements UTVs used on recreational trails, for agricultural purposes, or by government agencies for wildlife management, law enforcement, or emergency services

Authorizes specific road segments in Scott, Anderson, Campbell, Morgan, Jackson, Johnson, Perry, Unicoi, Fentress, and Hickman counties for UTV operation, and requires the Department of Safety to publish a list of prohibited roads by October 1, 2025
