Allows permitless carry of handguns (open or concealed) for persons 21 years or older who lawfully possess the handgun and are in a place they may lawfully be

Extends permitless carry to persons 18-20 years old who are veterans, honorably discharged reserve/national guard members with basic training, or active duty military/current reserve members

Grants county legislative bodies authority to opt out of permitless carry by passing a resolution, which would reinstate unlawful carrying restrictions within that county's boundaries

Requires counties that opt out to post public notice of the resolution in conspicuous locations, though failure to provide adequate notice does not invalidate the opt-out

Takes effect July 1, 2025
